The Joker ruled through the order of chaos ("And remember, I'm a man of my word"). If he says that something will blow, something will blow. Two Face doesn't give people that. "You live. *shows unburnt side of his coin* You die. *shows burnt side*" His ultimate is that there is no ultimate.
